how to make via in eagle

I wish to make a footprint for the 16 TSSOP LTC3783 LED driver.

However, I will have to hand solder it, so I therefore nned to put a 1.5mm diameter via (plted through hole) in the middle of the central pad, so that I can solder it from the underside of the double-sided board.

Do you know how I can do this?

If your question is: how to give a via on the exposed pad, then......

while creating the footprint, After giving all the 16 pins take one more pin and place it in the center. then go to the properties of 17th pin and change the padstake name to 'T2'. Again go to the Spreadsheet -> Padstacks and change the properties of it.
This will not effect the properties of other pins.

How to make via in pad (VIP) in general?
I known it is not recommend by mfg, but in some case (usually high density of board) it must be done.
