I can't think of one that explicitly advertises as having static IPs however:
1. If you get free personal hosting from https://www.webs.com or something like that then the domain name will be included and maintained for you so you don't really need a static IP.
2. With regards to sites like webs.com I would *assume* that their server IPs are practically static anyway since they probably have very specialized internet connections. Though you wont be able to just goto your 'site' from **broken link removed**
What is it you're doing that you need a static IP for?
i don't need a web server but i mean a server based for example Linux or Win server with static ip where i can reach it using terminal program or remote desktop where i can run in it some software need to be run 24 hr
