Does a PID controller is just a programming concept or a physical device ?

I want to implent the PID controller along with the ATMEGA 16 and I don't know how to implement it along with the microcontroller?
I have confusion whether it is just a programming concept or it is a physical device which I have to use it along with the microcontroller with the motor driver?
 

PID is a signal processing function, it can be implemented in microcontroller software.
