Do we need VIP for verification?

I'm not sure as to do we need VIP for verification?
If yes. If we need VIP but have no money buying a commercial tools then how do you do for it?

I think you can say the same thing about money.

Without knowing what kind of VIP you need to develop and the skills you have available, your question is not that simple to answer. You are going to have to balance the amount of time and the confidence you need to have in doing it yourself versus the cost a acquiring existing VIP that comes with support.

Thanks but what if your are in start-up? Or you are in low development nation?
How we can over come these problems?
