Dimming a Fluorescent Lamp usualy requires the use of a HF signal (25-50kHz square wave) driving a LC serie ressonant circuit, where the lamp is connected in paralel with the capacitor. By changing the frequency of the signal, you change the amplitude of the filtered lamp voltage, therefor dimming it.
