Difference between using normal vias and modified(bigger) ones

Hi,
can u tell me the difference or advantage of using normal via and bigger(modified).

Why fabs maintain a constant size for vias, why they are not allowed to change like metals is a secret fabs maintain.

Also , if a normal via size is 0.13x0.13 we can place more no.of vias, which reduces the resostance.

In circuit design ,using Standard size vias can help computeing the parasitic resistance and othe parameters of vias more accurately.so make the circuitt Verification and LVS more precisely and efficiently.
in manufacturing ,in the process of via etching , deposition and CMP,stangdard size can make theses steps control more accurately and evenly,reduce the variation,rasie the yield.
