Designing SPI- confusions about implementing registers

Hi,

I am beginner in RTL design.
I am designing an SPI core in VHDL. using xilinx ise synthesizer .
I have confusions about implementing registers. The SPI spec which I am using has some 8-10 registers, that include configuration register, data registers etc. This spec is a part of TMS DSP

now my problem is where to implement these regs. Will these be a part of SPI module or part of the register bank.
