Designing simple battery powered 0-10v lighting controller

battery powered 0-10v output

I'm trying to design the simplest possible circuit to generate a variable 0-10vdc output from a battery, the smaller the better. There is essentially no load, as the voltage is simply a signal for use in controlling an electronic dimming fluorescent ballast. Ideally, the battery would last a very long time.

I considered simply attaching a potentiometer to 4 AAA batteries in series, but this might result in inconsistent voltages for a given position of the potentiometer as the batteries die, and between identical devices. So there needs to be some accurate voltage regulation in this circuit.

Any help would be appreciated.
