Delay function on LPC2103 microcontroller

Hi all, please if you can help me.
I do not understand how to make a delay function for the microcontroller, I understand if you should be considering the frequency of the crystal oscillator.

From already thank you all.
 

Hi,
I don't know about the LPC2103 microcontroller, but the delay function would depend on the compiler. So, you are sure to find it in the compiler manual.
