Crt tv repairs no picture no sound

Hi there
Please help me sort this Chinese Philips 21inch color crt tv
No picture
No sound
No high voltage
HOT collector voltage is 30v? What steps do I take to repair this.
 

1. supply us a model number or at least a chassis number
2. tell us what test equipment you have
3. what have you tried so far?

With thousands of TVs on the market and hundreds of components in each one, it is pointless to ask people who may be half way around the world what the fault is!

Thanks for the help anywhere.
I fixed it and it's working fine now, it was just a broken very thin track for the vertical ic ground
