Create and Design SMPS Circuit

i want to create a switch mode power supply that can works with 120~230 volt and output is 18V-3A.could you give me an example and reference that could help me to design and create it as soon as possible?

Nicely within what a typical, Cheap-Of-The-Shelf laptop power supply can do. Have you considered using one of those?
