CPU fails to start , SMPS ok

Dear All,
I am facing a problem with my CPU(desktop),it fails to start.
Motherboard led is not working,no beep sound from CPU and fans are also not working.

I have tested the SMPS with another desktop and it's working fine while in my desktop the fan of smps
is not functional.
Removing or reinserting RAM has no effect.

Is my motherboard faulty?

Need suggestions.

Sounds like your MB is killing your power supply. I would measure the power supply inputs of the MB with an ohmmeter.
 

check by changing RAM to other slot and start
 

Check if you have any short circuit.

Remove all devices , keyboard, all usb devices, vga. only leave motherboard and cpu. see if PS works.

If not i suspect the MB

Is that fan of SMPS is moving when you start your motherboard?
