Connecting VCCO of an un-used IO bank to GND? - In Virtex-7

Hi,

Can I connect an un-used IO Bank's VCCO pins to GND?


I am using Virtex-7 XC7VX690T-11927 device.
I am actually doing a spilt plane design, where there are some un-used IO banks. It would let me have better split plane design, if i am allowed to connect the un-used io bank's VCCO pins to GND instead of connecting them to any other voltage level.

I know an un-used IO bank's VCCO pins can be floated (with an ESD risk) or should be connected to a voltage level between 1.5 to 3.3V but am not sure (as i could not see any mention of it) that it can be connected to GND as well?
