confusion in the concept of potential barrier.

Hi friends,
I have a doubt regarding potential barrier in semiconductor devices. I know it is some voltage me must overcome (in case of diode etc) to start conduction in forward bias. But anyway it is a potential difference. So can we measure it using voltmeter across the diode. Will current flow if the PN diode is shorted?
