You can order free charger IC samples from companies such as Maxim or Microchip, they don't ask you to pay the freight.

i'm from germany. never successful to get samples from atmel directly. i was once successful to get an atmega162 from h**p://www.ineltek.de, a german atmel distributor, but it was a fight. buy atmel-ics directly from h**p://www.reichelt.de. they have the best prices, but not the complete atmel portfolio. you have to spend money, but you will not loose your mind.
