clock frequency of counter which would be sensed by human memory

im going to make a counter in spartan 3e board by vhdl language,
and input frequency is 50 mghz here,so i need frequency divider,so what would be the frequency range of that divider that we sense it led output
 

I don't know what mghz are but if you are talking about the maximum rate at which you can update a display and people can still read it, I think that is 4 times a second.
