CD4504B level shift SELECT pin connection

Hi,
I am using a digital isolator ISO7240 (3.3V TMS320F2812 signal to 5V) and CD4504 (5V to 15V)
The CD4504 level shifter is used to increase the voltage from 5V to 15V which is fed to the mosfet driver. The attached schematics shows the details.

The datasheet mentions that to shift TTL signals to CMOS logic level the select input of CD4504 is at the Vcc High logic state.
when the select input is low the circuit translates from one CMOS level to another.

I am not sure how to connect the SELECT (13 pin) i.e. high state or low state?.

Could anybody help me.
