CCLF inverter concern relating to Low Voltage Directive &amp

I have been looking into high contrast LCD and now there are LED panel available which is driven by lower voltage (less than 40V) thus the LVD does not apply.

The issue with CCLF that it requires 500V inverter O/P from 12V I/P mounted next to the LCD panel. The LCD and inverter is mounted inside the case with no exposure to operator.

I know lot of engineer install LCD with CCLF, but unclear what LVD say about the HV board inside the box.

In term of CE rules, what scope of IEC/EN (under LVD) apply and why?, how much additional CE work/cost involved?
