i have several 2200 uf 25 v capacitors that i can charge many different way. how can i charge a battery using the charge stored in the capacitors? do i need a timeing circuit for the discharge of the caps?

Hi,
You probably won't be able to charge any battery effectively using these caps. That's because the capacitance of any battery is much larger than any even electrolytic capacitor.
