Capacitance of confined liquid flowing in nano-channel

Capacitance of dielectric material depends upon its permittivity besides geometrical dimensions. If a dielectric material (solid or liquid) is placed between two parallel plates then capacitance can be measured. Liquids are to be confined in container or nano-channels for measurement. Capacitance and hence permittivity can be measured for non-flowing liquid. However if liquid flows through nano-channel, will there be a difference in capacitance (and relative permittivity) of liquid in stationary and flowing phases?
