I am trying to measure the capacitance of the tank using sine wave.

how to do that. Please help

if you have a sine wave with variable frequency it seems pretty simple. measure impedance at two frequencies and you have two equations two variable (l and C) you can find them.

I have two probes which are placed in the tank. When the level in the tank increases, the capacitance increases and vice versa. In this case, how to measure what capacitance has been generated?

wow I thought you talk about LC tank ( parallel LC circuit).
use WIEN series Bridge.

P.S Desauty bridge can also be used.

Have you calculated the capacitance between the probes in air? For them to have any measurable capacitance, they must be very close together, say, less then 2mm. Is this so? Once you have measured the capacity in free air putting them into a liquid that is a good insulator will raise this value by the amount Er, relative permitivity, which is normally a fairly small number, 1 -> 10. If the liquid is not a good insulator, your will get a resistance between your probes which will get in the way of the capacitance value.
