Capacitance leakage meters & ESR, Sencore model LC53 VS a BK LCR meter

When testing Leakage for capacitors , what meters are good?

I use a Sencore model LC53 , it tests the Leakage and you put the right voltage for it

The Leakage it measured in Microamps

When testing ERS for capacitors , what meters are good?

I use a BK LCR Meter, it has a mode that says "D"

I mostly get a reading that is .02 to .05 , is this in ohms? 0.2 ohms? ESR ohms

Is those LCR meters measuring the capacitor at the RATED voltage when measuring the ESR and Capacitance?
or it is testing the capacitor at a very low current and voltage?

LCR meters have low test current and low test voltage output?

The Sencore Model LC53 , has a high test current and high test voltage?

The Sencore Model LC53 can't test the capacitors ESR? why is that?
