Yes, you can use a 10 mhz crystal with PIC16F84A-20/P
20 means the higher freq. for this mc.

i think there is no problem if you use a 10 mhz quartz with PIC16F84A-20/P on the circuit without using USB function. If using USB function, you must use the 8mhz quartz.
