Can I use 1.8v single supply voltage in tsmc 0.25 um CMOS process?

The supply voltage is 2.5 volt in TSMC 0.25um CMOS process. Can I use 1.8v single supply voltage instead of 2.5 volt in Vdd ?

Sure; if you don't fear bandwidth problems, why not? 0.25µm simulation models should be mature.

Are you doing custom analog or digital design? If it's custom design, there is no problem, you can use whatever you want. erikl is right.
If you will use standard digital (or analog) cells that are characterized at 2.5V I would at least check their functionality for that power supply voltage first.
