Can I route over SRAM macro by using top or top-1 metal if SRAM has no these layers?

Dear Guys,

I am a junior guy, when generate SRAM macro by using memory compiler, it asks which metal is the highest. For example, if I select top-2 as top metal for SRAM macro, can I use top or top-1 metal routing over SRAM macro when routing? Any
potential risk? Can you share with me your experience?
