Can I buy a PCB design?

After a few days of reading through electronics, PCBs & circuit design I think I need to give up on the idea of building one myself. As a programmer, I have sufficient knowledge to control a board with a CPU i.e. arduino, but not enough knowledge to design one.

So I'm wondering if I can buy this from someone as a service? Can you recommend some websites where I could do this? Basically I want to give the generic specs & guidance about the project and have somebody knowledgeable implement it for me.
