Can divided_by_3 circuit get quadrature output?

Usually, we can get quadrature output through divided_by_2 circuit, but what about divided_by_3?
I hope to get some reference for this.

The short answer is Yes. However, it's not easy to have a balanced Quadrature output with div_3
