By using VFDs or soft starters etc can we stop and finish the starting torque of motors (which almost about 3 times or more than 3 times of the rated load of the motor) ?

You can never stop the starting torque of motors - the obey the laws of physics.

You can however limit the starting torque of motors by making use of VFDs or soft starters.
 

how much can we limit the starting torque of the motor ?
It almost 3 or 3.5 times of the actual load .....

Limiting can be done with both VFds and by soft chargers ????

Yes, limiting can be done with a VFD or a Soft Starter.
 

by the use of star delta config can we also reduce or limit the in rush currents and also the starting torque (torque load) ????
 

Yes.
Star connected motor has "Lower" voltage connected over its windings; Delta connected motor has "Higher" voltage connected over its windings. - Hence the torque differs.

with lower voltage it would have higher amps and vice versa ???
