Why efficiency of buck regulator drop when output current load decreases?
 

Because you have fixed switching and baseline supply current
losses as elements in Pin, so Pout drops faster. And of course
Pout/Pin looks pretty bad when Pout is zero.
 

I thought

efficiency = Pout/Pin = VoutIout/VinIin
Iin will drop as well when Iout drop.
