Best tool for creating POP UP messages

Hello All,

May i know which Best software tool (Preferably Open source ) for creating POP UP displays?

My idea for POP UP message display :

when ever there test cycle (specific time give during start up) is complete, there should be POP UP & Buzz as-well.

Any new ideas are welcome
