I heard someone said signal speed is limited due to bandwidth.

What has bandwidth to do with signal speed?
 

I believe that they are uncorrelated, the velocity of propagation is given in terms of permeability and permittivity and is not a function of bandwidth. However, if you are talking about things like transfer rates then Shannon's capacity theorem states that maximum rate of guaranteed transfer is given as

Capacity = Bandwidth*log_2(1+SignaltoNoiseRatio)
