Atmega128--------L298 Motor driver problem

I bought a L298 Motor driver recently and i am trying to run dc motors using ATMEGA128 MCU. I have a strange problem. Before programming and connecting the MCU. I just connected 11v to the Power supply of the driver and measured the signals .. I see that ENA and ENB are both 5v . IN1......IN4 are 2.5v. All pins used for powering MOTORA and MOTORB are 11V i.e. also the pins meant for GND of Motor is high. all jumpers on the PCB are in place.. This means there is a hardware problem according to me..

Can anyone help me in diagnosing the problem.!
