ARM debugger emulator - is there any?

ARM emulator.

Is there any debugger-emulator for ARM processors that can
execute a memory dump? I mean, without the need of precompiling
any library or so with the code nor having an actual processor running
the program. Just an emulator-debugger, like a virtual machine.

Thanks for your help.
 

Found. Just in case someone cares... AXD which is included in ARM Developer Suite v1.2 can do what I requested.
