I want to know which one is better? Why Visual Basic not so pratical?

I know C programming is fast, but how the "fast" give effect?

Can give me the idea?
 

Let say the setup up time for communication is slow, thereby longer times to take. Furthermore, it may be in a congestion network.

Just my idea, hope somebody can correct it if wrong.
