2.synthesis=> ?

3.static timing analysis => ?

and which tool is best and why?

You can use Xilinx webpack 12.1 version. It is available for free at xilinx site. you just need to create a new account at xilinx and download the software.
I dont know about any open source tools. Do anyone else know, some good open source tools?
