I'm sure it's not the only solution, but unfortunately if you want a 30 - 400MHz 'small' wideband antenna, it has to be of wire structures (or its variants). You might like to try reading the recently published Doug Miron's 'Small Antenna Design' book. It'll give you a better insight to the challenges into designing VHF small antennas!
