I don't want to put my head int a bee's nest but wouldn't it simpler just to have a with spring loaded solenoid with a pin that fit between the brass screws to stop it, and every 11.5 ms you trigger the solenoid with a simple 555 circuit.

SInce the servo is just there to stop the wheel from turning - correct? so if you just pulse the solenoid it will return fast enough. This will bot work if you want a smooth transition from one pin to the next or you will have to use some resistive washer's or slip ring to get a slow movement from on pin to the next similar to old tape deck door mechanisms.

Remember for you serve to continue to rotate in one direction continuesly you will have to remove the pot inside it otherwise it will rotate just so-far or you will have to reverse it somehow.
