am26ls31 shorting 4 and 12 pind

can i short 4 and 12 and connect to gnd ? they are enable pins kindly help
 

It'll work, but,

pin 4 is Enable in positive logic

pin 12 is enable in negative logic

to enable the chip pin 4 has to go to logic 1 (vcc) OR pin 12 has to go to logic 0 (gnd)

to actually disable the chip you need to send pin 4 to GND and pin 12 to VCC

ok i agree, if i use pin 12 in negative logic to enable the chip, can i leave pin 4 floating without connecting any thing are i must connect to ground?
 

if you want to use pin 12 to enable/disable by negative logic, you MUST connect pin 4 to GND, some times these devices have a internal pull-up which will 'enable' the device..

you can connect pin 4 to GND directly or via a pull-down resistor... (10k or lower)
