1- From Allegro Select menue Setup>Constraint>Electrical
Select Net - Routing - Relative propagation Delay
and set the propagation delay to your nets
2- From Allegro Select menue Setup>Constraint>Spacing
select Region - All Layer
then from menus Objects>Create>Region
add region name and assigen constrain Set to this Region
from Allegro Draw polygon on layer named Constraint Region and select sub layer to apply constrain set to it and select your region from Assign to region in option par

you can upload the file and i will make constrain for you after that you can show it and make any thing you need
