Actually we want to design a low budget eye blinking detection
system to prevent accidents without using IR sensors as some
said that it is harmful to eyes. So please suggest any other sensor
which fulfill our need.
Regards.

Some people deny evolution. What does it matter what "some" people say? Low intensity IR is not harmful. Review the data. You are exposed to it every day. Go with a proven technology that does not interfere with the driver.

So, what measures has to be taken to get low Intensity IR
from the IR sensor and in a similar fashion, Is there any alternative
other than IR sensor for this project?

Try to define the design requirement more accurately without limiting the solution.

What are all physical, optical and other( budget, size ) requirements?

What about Cascade Classifiers (LBP & Haar's) ? How to implement in our project?
It seems like a code, So where the code to be dumped?
I am not interested to include a computer in our project.
What are Plessey semiconductors?
