My project is based on voice or speech recognition, to activate a particular command we have designed an voice application window, that is shown in the attachment below:

I take help from an institute to design this Application. But they are not telling the clear explanation about how it is created.

I am requesting you that, if anybody have any idea regarding to this please help me. I want the steps that are required to create this application. Please help me.
