about the discussion about the multipliers in the paper

Actually in the paper that is attached there is a word called multiplier block.I t is mentioned that (N+1)multipliers are replaced by multiplier block.I want an idea about how to write a vhdl code for the multiplier block.how it is helpful from other designs
