Can I make a remote control producing infrared rays which it can change the mobile ringer from silence position to tune position or vice versa,
and if it is possible I need drawing the electric circuit if you do not mind

I cant understand your question, are you trying to controll mobile with remote controller
 

exactly I just want to control the mobile ringer with the remote control because I just desire that for a specific purpose .

Your mobile phone is probably not designed to have its ringer turned on and off with IR. Then your idea will not do anything.
