Hey guys do you know any online forum or portal which can teach me PCB designing for a economical price as i cannot afford a lot due to some monetary problems.....
 

I sent you a private message with a offer to help. There are tools such as Eagle, PCB123 and other that are free and a lot of resources to help once you select a tool.
 
A few relevant links covering the more academic side of PCB design.
