do you mean to over-drive the led with 32mA current and that average current through the led is 32mA / 16 = 2 mA
is this current will be able to bright the led ? or i misunderstand you ?
any way i appriciate your help

Yep an average current of 2ma per LED, your eye responds to peak brightness.

hello everyone,
i m working on 8x32 led matrix i m just an starter, can u people pls help me with the shifting of data. i m having doubt that while shifting the data through shift register from one coloumn to second how it is shifted . do any one have the schematic or circut diagram for any 8x32 or 8x64 display.
pls help me...................
