74alvc164245 power supply question

I am reading the datasheet of 74alvc164245, the recommended condition is Vcc(b) > Vcc(a)

I am planning to connect port B to target board is it can accept 1.5v to 5.5v (Vccb = Vtarget)
and port A to FT2232H. FT2232 IO is 3.3v, so I will connect Vcc(a) to 3.3v

From the recommended conditions, Vccb >= Vcca, does that mean if the target board is at 1.5v, then my circuit is not going to work (because Vccb=1.5v, Vcca = 3.3v, so Vccb<Vcca, not the recommended Vccb>=Vcca)
