How would one design a 4:1 rat race power divider? My original thought was to cascade 2 additional rat race dividers onto port 2 and 4 of the main one. So you'd have 3 rat race dividers in total. Does this make sense? Is there a simpler way to do this?

Are you obliged to use Rat-Race ? Wilkinson Power Dividers are more suitable for Power Dividers.
If you would really use Rat-Race, you have to use 3 Rat-Race power dividers. One of them is to divide the signal into two equal branch, the 2 others are for dividing this divided signal into 2 again so 4 branch.
But it's not a really proper way to use Rate-Race for power dividing.

Another four way divider configuration is a turnstile junction. One construction would be to feed the junction with a coax and take the outputs in PCB micro strip lines. If you feel like trying something else interesting you might take a look at Bagley Polygon dividers.
