3D IC design- Is it a good topic for doing a phd?

Hi all,
I am currently doing my masters and I want to do my phd in 3d IC design. Is the topic worth taking? Which is the best place to do phd in it? As a first step I would like to do my internship and thesis in that institute. So please tell me the best universities or research institutes in US and europe. Is IMEC better than US universities like gatech, UCLA ..etc?
