OP talks about 380V motor, with steinmetz you get maximum 230V (symmetric) across the coils.
The motor may run, but the performance will be low. High current, low cos(phi), low torque.
Maybe autotransformer and steinmetz... but is it worth it?
Your motor has three wires, right? Connect one to the line and the other to the neutral. Finally connect the third wire to either the line or the neutral via an AC capacitor. The value of the capacitor will depend on the power rating of the motor.
