How is this oscillator using 311 working?

the oscillator in the circuit is phase shift oscillator you can google it for more info

I would designate it simply as a LC oscillator with non-linear feedback. I don't know, however, which are the conditions for stable oscillations, obviously the inductor must have a minimum Q value. If it doesn't work satisfactory with a LM311, I would try a high speed CMOS OP, e. g. a OPA350.
